BLUF:

The US cannot afford to compete in combat operations on todays battlefield. In SOCOM there are

approximately one hundred Blue Halo Titan jammers at $275,000 each. That price should be

$40,000. We need over a thousand. Soldiers, Sailors, Marines and Airmen will die in large numbers

because billions of dollars of unbudgeted equipment is needed at a time when the US GOV is trying

to cut $2T from federal spending.

Executive Summary:

Ongoing conflicts in Ukraine, the Middle East, and beyond highlight that drone and electronic warfare (EW) are

now essential to modern combat. The U.S. defense industry has underestimated the scale and affordability

needed for EW systems. For example, China offers FPV jammers at $2,495, while a more reliable Ukrainian version

costs about $21,000—suggesting a balanced, cost-effective solution lies in between for U.S. use.

RAZOR-01 (R1), a hybrid philanthropic-commercial group with unique experience in conflict zones, is well-

positioned to develop and deploy EW tech at the necessary scale and price. Currently, U.S. Special Operations

Forces treat EW as a high-level support tool, but recent conflicts prove it must be available at the tactical

team level. Due to cost and outdated thinking, the U.S. lags behind.

Domestically, with over 1.2 million police officers and fewer than 200,000 combat troops, there's a large market

for advanced security tools (e.g., drone guns, tasers, body cams). Events with 500+ people also need

protection, representing a total addressable market (TAM) of over 1.5 million. One well-designed product could

yield massive returns.
